JPA Tuition Fee Loan Scheme for Overseas Studies Session 2/2013 is offered to ease financial burden of private students abroad who are currently pursuing their First Degree, subject to certain conditions and criteria.

This Loan Scheme is based on cost-sharing concept in which the Jabatan Perkhidmatan Awam (JPA) will fund tuition fees subject to a maximum of RM 250,000.00 for Special Medical Loan Program and a maximum of RM 200,000.00 for Regular Loan Program. The limits are set so as not to burden the students to pay back after graduation.

Types of Loans:
[OPEN] Medical Special Loan [CLOSE] Medical Special Loan
This loan is offered to students who are pursuing their studies in Critical Diciplines such as Medical and Dental. Students who have secured loans can be exempt from paying back their loans if elected and agreed to sign a contract to serve the Government of Malaysia for 10 years after graduating successfully.

[OPEN] Regular Loan [CLOSE] Regular Loan
This loan is offered to students who are pursuing studies in the selected disciplines as described below. Students who get this loan are required to repay the entire amount of the loan after graduation.

Preferred Diciplines:
  • Pharmacy
  • Veterinary Science
  • Science and Technology (EXCEPT Computer Science and Information Technology)
  • Engineering (EXCEPT Electrical & Electronics, Mechanical and Civil)
  • Architecture / RIBA Part II
  • Accounting
Other Disciplines (Social Science & Professional Literature):
  • Law
  • Economics
  • Finance / Banking / Marketing / International Trade
  • International Relations
  • Communication


Sponsored courses only consist of courses which have been asccredited by the Government of Malaysia. Checks can be made through the JPA Portal at http://pengiktirafan.jpa.gov.my/.

Eligibility Criteria:
  • Malaysian citizen;
  • Below 25 years of age on 1st January in the year of application;
  • Have not had First Degree;
  • Mother / father / siblings / student is not a borrower / guarantor to any Government loan scheme or scholarship;
  • Mother / father / siblings / students do not have outstanding loan payments and not blacklisted in any Government loan;
  • Mother / father / siblings / students have never violated any Government scholarship contract;
  • Only one member of the family is entitled to get the loan at a time. Application of other family members will be considered only after the borrower has paid back the previous loans for at least 6 months; and
  • For twinning programs, loans are provided only for the period of overseas studies.
How To Apply:
  • Application must be made online at ePermohonan – Sistem Permohoan Program Tajaan JPA through JPA Portal (www.jpa.gov.my) or eSILA Portal (http://esilav2.jpa.gov.my) and followed with the submission of supporting documents;
  • All supporting documents (hardcopy) must reach JPA at least by 30th August 2013;

The result of this application is expected to be released online via eSILA Portal by 25th October 2013.
